The role of the cyber defender has changed substantially in recent years. As the developed world becomes increasingly connected through cyber channels, new vulnerabilities are uncovered and exploited at previously unseen rates. With the threat apparent, cyber operators from military and government are now faced by a new question: Who, not what, will be targeted by hostile cyber operators?
