Speakers

Gregory Creeser is a partner with International Trade Compliance Strategies and a consultant to BSG Consulting. Prior to joining ITC Strategies, Gregory Creeser held the position of Corporate Director for International Trade Compliance with Goodrich Corporation’s Washington Operations Office. In this position, Greg was responsible for assisting the export and import compliance programs, and international trade requirements for 3 major sectors with over 100 facilities located throughout the United States and overseas. Prior to Goodrich, Greg worked for four years as the Corporate Manager for Export and Import Compliance within TRW’s Washington Operations office. Greg began his career in the export arena by serving for 2 years as a licensing officer within the Office of Defense Trade Controls at the Department of State. In that role Greg adjudicated export applications relating to categories I, II, III, XI and XII as well as Commodity Jurisdiction requests. Prior to his days as a licensing officer, Greg spent 8 years with the State Department’s Office of Administration, traveling internationally with various Presidential administrations to arrange the financial and logistic requirements for foreign policy visits made by the Executive Branch. Greg held the position of President of the board of directors of the Society for International Affairs (SIA) from 2004-2006, a volunteer non-profit educational organization dedicated to the education of the export community on all aspects of technology transfer. He also held the positions of Vice President, Communications Director, and Conferences Director for SIA. Greg has spoken at numerous conferences and seminars both in the US and Internationally on Export Issues. Greg received his Bachelor of Science degree in Political Science and Economics from Texas A&M University in 1987.

JOHN  BLACK is a Principal of BSG Consulting and has been involved in US export and trade control matters since 1984. He advises US and foreign companies, law firms, and governments on US export and has earned a reputation as one of the leading experts in the field. From 1984–88 he worked for the US Commerce Department, where he wrote the Export Administration Regulations (EAR) and interpreted it for government and industry. He uses his comprehensive knowledge of the US rules that impact military and commercial companies to help his clients stay in compliance without missing legitimate business opportunities. He has been a featured speaker at over 100 conferences around the world and has written numerous articles and several books on the subject. Mr. Black is an accredited Export Compliance Professional (ECoP™) on both the EAR and the ITAR.

JOHN BOSCARIOL is head of McCarthy Tétrault’s International Trade and Investment law Group and a partner in the litigation Group. He is ranked as a leader in the field of international trade law in numerous legal directories, and has been identified as one of the top 25 international trade lawyers in the world by Expert Guides to the World’s leading lawyers - Best of the Best 2008. Mr. Boscariol is a recognized expert on compliance and enforcement matters with respect to export controls over goods, technology and services, military  and defense controls and related programs, economic sanctions, blocking orders regarding foreign extraterritorial measures, Canada’s Controlled Goods Program, government contracts, and other trade controls and national security measures. He also advises both private and public sector clients on the application of international trade and investment protection agreements and other international trade matters

KEVIN J. WOLF was sworn in as Assistant Secretary of Commerce for Export Administration on February 19, 2010. Prior to his joining the Obama Administration, he was a partner in the Washington, D.C. office of Bryan Cave LLP. His practice over the course of his nearly 17 years with the firm covered most aspects of the law and policy of international trade, but focused on  the  Export  Administration  Regulations  (EAR),  the  International  Traffic in Arms Regulations (ITAR), sanctions administered by the Office of Foreign Assets Control (OFAC), the antiboycott regulations, the Foreign Corrupt Practices Act (FCPA), and multilateral trade controls. The Assistant Secretary assists and advises the Under Secretary on the development of policies pertaining  to  Export  Administration  issues.  The  Assistant  Secretary  also  provides  overall  direction  to  and  management  of  the  national  security,  nonproliferation,  foreign  policy,  national defense, and strategic industrial resource functions delegated to BIS.

STEPHAN  MÜLLER is  a  partner  at  Oppenhoff  &  Partner.  Before  joining  Oppenhoff & Partner in 2008, Mr. Müller was a partner at linklaters llP since 2001. He specializes in public law with Export Control forming a major part of his practice. Stephan advises national and international corporations on  all  national,  EU,  and  US  law  related  compliance  and  permitting  issues,  including  representation  before  courts  and  in  administrative  proceedings.  He  lectures  on  export  control  law  at  the  University  of  Applied Sciences, Cologne. Mr. Müller speaks at national and international  conferences  and  has  published  articles  on  many  aspects  of  export  controls. The JUVE handbook on German commercial law firms has identified him as a “leading name” in his field of expertise for many years now.

CHRISTOPHER TAFE is  a  special  agent  assigned  to  Homeland  Security  Investigations (HSI), National Security Division, Counter-Proliferation Investigations Unit located  in  Northern  Virginia.  Agent  Tafe  has  18  years  of  experience  investigating  the illegal movement of munitions list items and strategic technology having sensitive civil and military applications to proscribed destinations and entities engaged in onward proliferation.    He  is  a  member  of  the  National  Security  Council’s  Export  Control  Reform  Task  Force  where  he  provides  law  enforcement  insight  and  guidance  as  it  relates  to  the Administration’s reform effort.  Agent Tafe also provides programmatic oversight for HSI’s industry outreach effort which is commonly known as Project Shield America and has served as a special agent with the legacy U.S. Customs Service and with the Department of Commerce’s Office of Export Enforcement (OEE).   

DOUGLAS JACOBSON (Jacobson Burton Kelley PLLC) has 25 years of experience representing US and non-US companies on a wide range of international trade-related issues. He serves as principal outside international trade counsel to a number of US and non US-based multinational companies that import, export, and produce a wide range of products, including oil and gas equipment, medical devices, electronic products, industrial, defense, and aerospace products.  Prior to establishing Jacobson Burton Kelley PLLC, Doug practiced international trade law with several well known law firms in Washington, DC. With respect to export matters, Doug counsels clients on compliance with US and multilateral regimes governing the export of dual-use items, software, technology, defense articles, and humanitarian products. He assists companies in understanding and navigating the complex rules set forth in the U.S. Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), and the various sanctions regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC).
