CABSEC 14: Promoting Information Exchange, Capacity Building and Regional Cooperation in the Caribbean Basin

In an environment of increased concern for the global implications of Caribbean maritime security, the CABSEC summit remains the ideal forum for those dedicated to disrupting and dismantling transnational criminal cartels, to gather together and discuss future plans.

Following the success of the inaugural CABSEC conference, we are committed to ensuring that the 2014 conference will build on its legacy and progress the debate on security concerns in the region. The conference attracts senior individuals from across the military/law-enforcement divide, and the many nations of the Caribbean to gather together and engage in meaningful discussion on the security situation in the region.

The nexus between transnational organized crime and extremist organizations continues to pose a global threat as well as remaining of concern to nations in the region. Funding for extremist groups around the world is connected to transatlantic illicit flows. These groups continue to threaten U.S. and European interest. For the Caribbean the risk is considerable; Caribbean Nations rely on tourism. The impact of an incident in any part of the Caribbean would be catastrophic for the economy of the region.
These shared challenges offer opportunity for collaboration. Counter-Narcotic operations are a cornerstone for hemispheric security cooperation along the third border of the United States. The EU and West Africa are also bound to the region by historical and cultural ties, making this a truly international forum to discuss the shared challenge of combatting transatlantic illicit trade.

I remain personally committed to ensuring the CABSEC forum is one that can make a meaningful contribution by fostering a community dedicated to tackling these concerns, addressing critical questions of maritime security and promoting the implementation of structures of cooperation within the region and sub-regions.
