Suzanne Palmer, President, Export Compliance Solutions, is a former Licensing Officer at State Department's Directorate of Defense Trade Control (DDTC) who served over 15 years with the State Department and has over 10 years of direct experience in the U.S. defense industry. After leaving the State Department, Ms. Palmer joined Northrop Grumman Electronic Systems in Baltimore and then went on to work at Johns Hopkins Applied Physics Lab. Ms. Palmer combined this unique experience to found ECS, providing the best training and interpretation to successfully apply U.S. export control regulations and to assist companies establish export compliance programs. Ms. Palmer has served on the Defense Trade Advisory Group (DTAG) and was appointed as a Special Compliance Officer (SCO) for a company operating under a Consent Agreement.
Mal Zerden retired from State/DDTC after 27 years as a Division Chief of USML Category VIII. Mr. Zerden’s division was responsible for licensing defense articles and related technical data for military aircraft. He also assisted industry in resolving problems that arose with pending cases and provided guidance on complex licensing scenarios. He worked closely with principal action officers at other U.S. Government agencies involved in the review and coordination of licensing activities and arms export policy as well as foreign governments and U.S. industry about the regulations and State/DDTC policies and procedures. He participated in numerous export conferences and has spoken on many topics related to defense trade and the ITAR.
