Suzanne Palmer, President, Export Compliance Solutions, is a former Licensing Officer at State Department''s Directorate of Defense Trade Control (DDTC) who served over 15 years with the State Department and has over 10 years of direct experience in the U.S. defense industry. After leaving the State Department, Ms. Palmer joined Northrop Grumman Electronic Systems in Baltimore and then went on to work at Johns Hopkins Applied Physics Lab. Ms. Palmer combined this unique experience to found ECS, providing the best training and interpretation to successfully apply U.S. export control regulations and to assist companies establish export compliance programs. Ms. Palmer has served on the Defense Trade Advisory Group (DTAG) and was appointed as a Special Compliance Officer (SCO) for a company operating under a Consent Agreement.

Mal Zerden retired from State/DDTC after 27 years as a Division Chief of USML Category VIII. Mr. Zerden’s division was responsible for licensing defense articles and related technical data for military aircraft. He also assisted industry in resolving problems that arose with pending cases and provided guidance on complex licensing scenarios. He worked closely with principal action officers at other U.S. Government agencies involved in the review and coordination of licensing activities and arms export policy as well as foreign governments and U.S. industry about the regulations and State/DDTC policies and procedures. He participated in numerous export conferences and has spoken on many topics related to defense trade and the ITAR.

Jennifer Saak has 17 years of experience in export controls compliance and scientific research at Fortune 500 companies. Her expertise is in the U.S. Export Administration Regulations (EAR) and economic sanctions (OFAC) with a focus on commodity and technology classification, deemed exports, and technology control plans. .Jennifer was the Technology Trade Compliance Leader for SABIC where she created and led a team responsible for developing export compliance processes for sites located in 10 different countries. She created a global classification processes for a portfolio of uncontrolled and controlled technologies regulated by multiple ECCN's and designed and delivered training on export control compliance for teams based in the United States, Europe, Saudi Arabia, India, China, and Japan.

Karma E. Ruiz, Licensed Customs Broker, specializes in Customs and FDA compliance, duty audits, drawbacks, compliance programs, security and logistics management for both TSA and C-TPAT. Ms. Ruiz’s background includes post entry work, comprehensive duty audits, drawback program set-up, C-TPAT certifications for several large importers and forwarders, logistics management, and US Customs issue resolution. Karma is active on the board of directors with the Florida Customs Brokers and Forwarders Association and has worked on security program development for TSA’s CCSP and regulatory compliance programs as well as acted as a customs broker training instructor.
